The City of Pasco, in an effort to educate the public on the effects of annexation in the “donut hole”, has published updated information online.

A 2009 state law allows a city, fire district and county to establish a joint agreement to define when areas with the Urban Growth Area (UGA) of a city, such as the donut hole, would be annexed and under what conditions. As part of the discussion on a draft agreement, which began in the fall of 2011, the City and County began the preparation of a "Cost and Regulatory Comparison" chart as a means of providing information to the public. While the document was being prepared and edited jointly, donut hole area property owners met with the County Commission on a proposed incorporation process, and the County published a version of the comparison that had not been fully reviewed by the City and contains a number of inaccuracies. The City has published an updated and more accurate comparison online at www.pasco-wa.gov/annexation .
