INTRODUCTION
This report presents a review of transportation conditions in downtown Pasco and describes a series of improvements to be implemented to more fully utilize the existing right-of-way for all modes of transportation. The focus of the study has been to define a long-term vision that could be implemented over incremental steps and/or phased in over time as funding and public need warrants. The study presents a strategy and high level concepts to be refined before full implementation.
The analysis of existing transportation conditions and initial discussions with the stakeholders revealed that there is no real capacity issue to address. The existing transportation system has enough vehicular capacity to support existing and future traffic volumes. Hence, the main emphasis of the proposed improvements is on improving the street environment for all users, including pedestrians, bicyclists, and buses. Improving the transportation system is a critical element of a broader strategy to enhance the downtown environment and promote the revitalization and a more full utilization of the civic and institutional land uses in the area.
