Local Improvement District Assessment payments are billed on an annual basis.
An LID is formed for improvements to streets and sidewalks, or water and sewer utilities in a specific area. The majority of the property owners in that area must support the proposed improvement.
The cost is financed by the City and billed to the property owners over a 10 to 15 year period. Ten years for street improvements and fifteen years for utility related improvements.
If an assessment is over two years in arrears (delinquent), the City is required by law to begin foreclosure procedures.
