Subdivision Construction Plans
Civil Plan Review Process
To serve our community with a more efficient and collaborative process for residential subdivisions, the City has established this plan submittal and review process. By establishing the requirements up front fewer revision cycles are necessary and the City can decrease review turn-around times. The Civil Plan Review Process involves the following steps:

Preliminary Layout
The applicant and their consultants develop a preliminary construction layout as part of the preliminary plat in accordance with section 26.24.040 of the Pasco Municipal Code. The preliminary layout shall contain all information specified in the preliminary layout checklist Adobe Acrobat Icon and in the municipal code Adobe Acrobat Icon. Incomplete submittals will not be accepted.

Preliminary Layout Review
The review of the preliminary construction layout will occur in conjunction with the preliminary plat process. The engineering plans examiner will make a copy of the preliminary layout comments available to the developer for review a minimum of 10 working days in advance of the Planning Commission Hearing date for the preliminary plat.

Kick-Off Meeting
When the developer has received approval of the preliminary plat they shall contact the Engineering Plans Examiner to arrange a kick-off meeting for the subdivision construction. The developer, or their representative authorized in writing, must attend the kick-off meeting. The developer shall provide one (1) copy of the approved preliminary plat and preliminary layout and a copy of the resolution issued by the City Council with the plat approval conditions.
The Engineering Plans Examiner will discuss the construction plan submittal and review process, the record drawing process and all fees and other items related to plan submittal.

At the kick-off meeting the Engineering Plans Examiner will provide the developer with the following documents:

• Plan Review and Inspection Fees Letter
• Record Drawing Coordination Letter and Form
• Storm Water Maintenance Agreement (if applicable)

Subdivision construction plans will not be accepted at the kick-off meeting.

Subdivision Construction Plans Submittal Appointment
When the developer has completed the subdivision construction plans in accordance with the approved preliminary layout, the plat approval requirements (resolution), all developers agreements and they have completed all requirements in the documents presented to them at the kick-off meeting, they will contact the Engineering Plans Examiner to arrange the subdivision construction plans submittal appointment. The developer or their authorized representative must attend the submittal appointment. The Engineering Plans Examiner will confirm all items on the construction plans submittal checklist Adobe Acrobat Icon are included with the submittal and, if so, accept the plans for review. Incomplete submittals will not be accepted.

Construction Plan Review
The initial review of the subdivision construction plans will take 30 calendar days. When the review is complete the Engineering Plans Examiner will contact the developer to arrange a debriefing meeting. The Engineering Plans Examiner will make a copy of the review comments available to the developer a minimum of 2 working days prior to the debriefing meeting.

The Engineering Plans Examiner will discuss the review comments on the subdivision construction plans at the debriefing meeting. The developer shall address all comments and have all corrections made to the subdivision construction plans and resubmit the plans for review. If all comments are not addressed the plans shall be considered incomplete and will be returned to the developer without further review. Subsequent reviews of the subdivision construction plan will take 21 calendar days. A submittal appointment and debriefing meeting will be required for each review of the subdivision construction plan.

When the subdivision construction plans are approved the Engineering Plans Examiner will contact the developer to return the approved plans. The City Engineer’s approval of the subdivision construction plans are valid for 1 year.

Vested Construction Standards
The City Construction Standards in place at the time of signature of the subdivision construction plans are vested for one (1) year. If construction has not begun or has been stopped for more than 3 months and the 1 year limit has passed, the subdivision construction plans will be determined to be invalid and the developer must begin again at the construction plans review stage. Plans that are determined to be invalid must brought up to date with current standards.

Pre-Construction
A pre-construction meeting is required for all developments. Instructions for scheduling the pre-construction meeting will be given with the final approved plans. The developer shall have all required forms submitted and all fees and deposits paid prior to scheduling the pre-construction meeting. The developer shall provide the City with nine (9) complete copies of the approved construction plans (5 full size copies and 4 half size copies) a minimum of 7 days prior to the pre-construction meeting.

Record Drawings
Drawings that document the location and elevation of all installed utilities and street monuments must be submitted by the developer at the completion of construction. Additional instructions for record drawings will be given at the kick off meeting stage of this process. Final approval and acceptance of the development will not be given until the record drawings have been accepted by the City.
