The City of Pasco works to provide programs and services aimed at enhancing the community at large.
Expanding Affordable Home Opportunities
The City of Pasco has developed the Community Housing Improvement Program (CHIP) for the purpose of expanding affordable home ownership opportunities by offering financial assistance for low to moderate income home buyers in Pasco with priority given to targeted neighborhoods.
Down Payment Assistance Program
The CHIP Down Payment Assistance Program provides a silent second loan in the form of down payment assistance and eligible closing costs. The City will provide financing up to $10,000, which enables a low to moderate income person(s) or family to purchase a vacant or owner-occupied home for sale within the Pasco city limits.
Homeowner Rehabilitation Program
The CHIP Homeowner Rehabilitation Program provides a silent second construction loan, which enables a low to moderate income person(s) or family to rehabilitate an owner-occupied home for sale within the Pasco city limits
HOME Consortium Owner Occupied Rehabilitation Program
Tri-Cities HOME Consortium provides home emergency repair loans for low to moderate-income owner-occupants of single-family residential properties. It is the intent of the program to provide housing emergency repair assistance to eligible homeowners.

CDBG Façade Improvement Program
The purpose of the Façade Improvement Program is to build a coordinated image, promote coordination with improved signage and store graphics, and compliment adjacent building facades consistent with the Makers Downtown Action Plan in the target area as authorized by Pasco City Council Resolution 3395, dated May 7, 2012.
