Down Payment Assistance Program

The Community Housing Improvement Program (CHIP) Down Payment Assistance Program provides a silent second loan in the form of down payment assistance and eligible closing costs. The City will provide financing up to a $10,000, which enables a low to moderate income person(s) or family to purchase a vacant or owner occupied home for sale within the Pasco city limits.

Apply for Funding

1. Get pre-approved for a mortgage by an area lender.

2. Enroll and complete a first-time homebuyer education class through Community Frameworks. Visit the Community Frameworks website here for class dates.

3. Shop for a home.

4. Enter into a purchase and sales agreement with the seller.

5. Complete and return the Tri-Cities HOME Consortium Down Payment Assistance Application (PDF) and Lead Base & Fair Housing Pamphlet Acknowledgements (PDF) to:

7. Along with the Tri-Cities HOME Consortium Down Payment Assistance Application, please turn in all supporting documentation which can be found here: Down Payment Assistance Checklist (PDF).

Funding for the Down Payment Assistance Program is served on a first-come, first-eligible basis.
