Title 16 (PDF) of the Pasco Municipal Code (Chapter 16.60) requires building permits for installing swimming pools, spas or hot tubs that can hold more than 2 feet of water, in depth. We must ensure the pool, spa or hot tub is enclosed by a non-climbable fence at least 5 foot tall and outfitted with self-closing, locking gates. In certain cases outdoor spas and hot tubs may be exempt from these fencing requirements when an approved locking security cover is provided. This will be determined at the point of permit review, however. Generally, for maximum safety, the City of Pasco recommends all outdoor hot tubs and spas be fenced as noted.
