How can I speak in front of the City Council? Do I need to fill out a form?
You do not need to fill out a form in order to speak in front of the City Council. Simply attend the meeting and speak when the "Visitors" item is called. If you wish to address items that are public hearing items, you must wait until the item is called, the public hearing is governed by the chair (Mayor).

You may advise the City Clerk prior to the meeting that you wish to speak or you may always speak under the citizens participation portion of the meeting.
