CITY OF PASCO – ADVERTISEMENT FOR BIDS
East UGA Expansion Sewer LID: Phase 4 (Project No. 21295-D)
The City of Pasco, Washington is inviting and requesting bid proposals for the construction of the East UGA Expansion Sewer LID: Phase 4 project.
The work to be performed includes the installation of approximately 20,300 linear feet of PVC gravity sewer main in private property in the northeastern portion of Pasco. Improvements are approximately located in Burns Road extended or north of Burns Road, between Road 68 and Glade Road.
This contract provides the Contractor with two hundred twenty five (225) working days to attain project completion.
Bidders may obtain bid documents, including plans and specifications, at the City of Pasco’s Plan Room, beginning March 17, 2023. Bidders may obtain digital files at no cost. Printed documents are available, at bidders’ expense, by choosing the “Order” option. Addenda will be published only through the online bidding service.

Bids will be publicly opened and read aloud, in the City of Pasco Council Chambers at 2:00 PM on Wednesday, April 5, 2023. Additionally, the City will hold the Bid Opening via Microsoft Teams. Proposals received after the time fixed for opening will not be considered. Attendees will be given an opportunity to ask questions towards the end of the bid opening.
Bid Security shall be in the form of a certified check, cashier’s check, bid bond, or money order made payable to the ‘City of Pasco’ in the amount of equal to at least five percent (5%) of the total amount of the bid. Security deposited by an unsuccessful bidder will be returned as soon as practicable after the bid opening. For full Bid Bond submittal requirements refer to the Instructions to Bidders.

The City of Pasco has scheduled a non-mandatory pre-bid walkthrough at 11:00 AM on Tuesday, March 28, 2023, at the downstream (eastern) extent of the proposed sewer alignment along Glade Road. Access is available to the site via an existing farm road at approximately 600 N Glade Road, Pasco, WA.
The City of Pasco hereby notifies all bidders that it will affirmatively ensure that in any contract entered into, pursuant to this advertisement, minority and women's business enterprises will be afforded full opportunity to submit bids in response to the invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
The Contractor shall be licensed in the State of Washington. The Contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The Contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the Contractor to carry out these requirements is a material breach of this Contract which may result in the termination of this Contract.
If a contract exceeds $10,000, the Contractor shall comply with Executive Order 11246, “Equal Employment Opportunity,” as amended by Executive Order 11375, “Amending Executive Order 11246 Relating to Equal Employment Opportunity,” and as supplemented by regulation at 41 CFR Part 60.
Contractor’s compliance with Executive Order 11246 shall be based on implementation of the Equal Opportunity Clause, and specific affirmative active obligations required by the Standard Federal Equal Employment Opportunity Construction Contract Specifications, as set forth in 41 CFR Part 60-4. The City of Pasco reserves the right to reject any or all bids and to waive irregularities in the bid or the bidding. No bidder may withdraw their proposal after the hours set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) calendar days.
